Environmental Health Officer

Grade 12 | 37 hours per week (flexitime & agile working) | Based at 3 Knowsley Place, Duke Street, Bury

This is an exciting new opportunity to embed and introduce the Renters’ Rights Act 2025 across our borough and help shape how we deliver fair, safe and decent homes in the private rented sector.
The Government has confirmed a phased commencement of the Act from 1 May 2026, so you’ll be joining at precisely the right time to lead on practical implementation with landlords, agents and tenants.


About the role

As part of the Public Protection Service PRS Enforcement Team, you’ll provide professional environmental health expertise and deliver proportionate, effective enforcement across the private rented sector. You will:

  • Lead targeted inspections and investigations in line with statutory requirements and codes of practice, taking robust action where noncompliance is identified.
  • Implement and communicate the new legal framework under the Renters’ Rights Act 2025, including tenancy reform (assured periodic tenancies), strengthened protections against unfair rent increases , and new standards and protections affecting landlords and tenants.
  • Prepare and serve legal notices; gather evidence; conduct PACE interviews; and represent the Council in court, tribunals and public inquiries.
  • Support education and engagement, providing clear guidance to landlords, agents, tenants and partner agencies on rights and responsibilities.
  • Contribute to service improvements and initiatives, including landlord forums, targeted compliance projects and crossborough campaigns to raise standards.

You’ll report to the Unit Manager, PRS Enforcement Team, and may supervise Enforcement Officers, students and apprentices, helping to build capacity as the new legislation beds in.


About you

We’re looking for a proactive practitioner who is motivated by making homes safer and fairer. You will bring:

  • A Diploma/BSc/MSc in Environmental Health and relevant professional registration (EHOB/CIEH). Applications from experienced housing practitioners/enforcement officers will also be considered.
  • Knowledge of private sector housing legislation (including HMOs, empty homes and enforcement) and experience of inspections/investigations.
  • Strong communication, negotiation and conflictresolution skills, with the confidence to act decisively in challenging situations.
  • Good ICT skills (Civica APP experience desirable).
  • A full driving licence and means of transport, with ability to work flexibly, including some outofhours work as service needs require.
