We have an opportunity for two experienced and forward-thinking leaders to join the Developments & Technologies section as System Compliance Section Managers. Both postholders will play a key role in the successful day-to-day running of the section, leading teams, managing risk and performance, and driving continual improvement. Each role will have a distinct specialist remit: one focused on Data Governance and Compliance, and the other on Pensions Technical Compliance.

As a System Compliance Section Manager, you will:

  • Manage compliance, risk and performance: Ensure statutory and delegated duties are delivered in line with agreed policies and procedures, monitor key performance information, manage risks and audit actions, and provide accurate management information.
  • Work collaboratively and communicate clearly: Build effective relationships with colleagues, senior managers, partners and suppliers, provide clear advice and guidance, and represent the service at relevant groups and events.
  • Promote an inclusive, positive culture: Prioritise customer outcomes, support staff engagement and development, and promote openness, inclusion, innovation and continuous improvement.

  • GDPR compliance: Lead process mapping and review activity, maintain privacy notices and support the completion and review of Data Protection Impact Assessments.
  • Data governance: Develop and maintain effective data governance arrangements, including records management, retention and appropriate use of personal and sensitive information.
  • Incident and request support: Oversee data breach reporting and monitoring, and support the organisation’s handling of Freedom of Information requests and Subject Access Requests.
  • Risk and prevention: Manage data protection risks and support the development of data loss prevention strategies and controls.
  • Advice, training and awareness: Act as a subject matter expert on data protection and data usage, providing clear guidance and building awareness across the service.

Role 2: Pensions Technical

  • Technical guidance: Develop and maintain clear technical guidance and provide advice on complex LGPS benefit and regulatory matters.
  • Regulatory compliance: Research regulatory developments, respond to draft regulations and consultation activity, and lead the effective implementation of legislative change.
  • Training and communication: Deliver technical training and oversee the drafting and sign-off of accurate technical communications.
  • Technical assurance: Lead technical compliance reviews and support the Internal Dispute Resolution Procedure.
  • System testing: Oversee pension system release testing and sign off fixes and new calculation functionality.
